Did Emmanuel Charles Osore Involve Reagan Odhiambo Okelo in a Sh62 Million Scam?

Police in Nairobi are actively pursuing Reagan Odhiambo Okelo, who is alleged to have embezzled Sh62 million through a fraudulent military tender scheme.

This development follows the issuance of an arrest warrant by the court, which is linked to a case that also implicates politician Emmanuel Charles Osore. Milimani Magistrate Caroline Ndumbi issued the warrant after Okelo failed to appear for a scheduled court hearing regarding the matter.

During this hearing, Osore was the only defendant present and he denied the allegations against him. The magistrate subsequently adjourned the proceedings, setting a new date for June 3 to provide further instructions on the case.

The case at hand involves two individuals who are charged with conspiring to embezzle a total of USD 400,000, which translates to approximately Sh.62 million, over various dates from August 25, 2022, to January 22, 2024, at an undisclosed location within the country.

The allegations assert that they deceived Cohen Oshry by falsely claiming they could secure a tender for the supply, delivery, installation, and testing of a GSM offensive system for the Ministry of Defence, specifically under Request for Proposals (RFP) Reference Number MOD/SDM/CS/01/2023-2024.

Furthermore, on March 13, 2023, the accused, along with a third party, allegedly executed a commitment letter aimed at defrauding Isky Holdings Ltd. of the aforementioned funds.

This commitment letter, identified by reference number DHQ/CYBER/785/IDM, was purportedly addressed to Isky Holdings Limited and falsely represented as an authentic document issued by the Ministry of Defence. In addition to these charges, the accused are also facing allegations of knowingly and fraudulently presenting false documents to Cohen Oshry, who serves as a director of Isky Holdings.
